Expertise in managing a growing residential program for transitional living and crisis, program development, crisis management, program development, program evaluation, residential mental illness, and executive level management.

Shoulders has worked in the field of social services for over 20 years and is the Executive Director of Covenant House Georgia, Inc., a non-profit organization that provides street outreach, case management/counseling, life skills training, parenting workshops, education/employment, and vocational training and support to youth between the ages of 16-21. The organization serves the oldest of adolescents and the youngest of adults. Through community collaboration and donor support, the organization will expand its services to offer 12-15 Supportive Shelter beds.

The integrated services provided by Covenant House Georgia, Inc. assist youth in addressing two major barriers to self-sufficiency—direction and joblessness. The organization seeks to provide homeless youth a safe place to rest and access to a vocational foundation and a marketable skill set that will greatly increase their chances of progressing into independent, productive adults.
